This scenario poses a legal and social challenge: protecting those who suffer the consequences of crime versus the constitutional guarantees that protect the accused.<\/p>\n\n<h3 class=\"wp-block-heading\">The position of the National Human Rights Commission<\/h3>\n\n<p>Manuel Mar\u00eda Mercedes, president of the Human Rights Commission, emphasized that the Dominican legal system grants rights to both victims and the accused.
