According to the investigations, medical consultations and procedures were detected that were billed in the names of affiliates on dates and at times when they were outside the Dominican Republic.<\/p>\n\n<p>The prosecution maintains that the systematic fraud operated through the falsification of medical records. After interviewing various members, the authorities confirmed that many of them were completely unaware of the health professionals listed as responsible for their alleged care, in addition to never having received the services recorded in their files.<\/p>\n\n<h2 class=\"wp-block-heading\">Key testimonies about the fraud<\/h2>\n\n<p>The file highlights a series of inconsistencies that made the veracity of the reported medical care impossible:<\/p>\n\n\n<ul class=\"wp-block-list\">\n<li>Affiliates who were working or at their homes during the dates of the alleged consultations.<\/li>\n<li>Patients who were out of the city where they were allegedly treated.<\/li>\n<li>Total lack of knowledge regarding the location or existence of the medical centers where the procedures were supposedly performed.<\/li>\n<\/ul>\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>The selection of affiliates for this scheme reportedly targeted profiles with a low history of ARS usage, which made it easier for the misuse of their data to go unnoticed for prolonged periods.<\/p><\/blockquote>\n\n<p>The investigation, which covers thousands of medical authorizations processed between 2021 and 2025, is based on internal audits by SeNaSa and expert analyses conducted by INACIF on claim forms. These pieces of evidence are fundamental to determining the extent of the economic damage caused to the Dominican State.<\/p>\n\n<h2 class=\"wp-block-heading\">Accusations against the administration<\/h2>\n\n<p>The prosecuting body has described this structure as a scheme of systematic corruption.
