The Dominican Red Cross (DRC) has taken a significant step in risk management by presenting the new Simplified Early Action Protocol, designed specifically to address heavy rainfall derived from tropical cyclones. This initiative seeks to minimize the humanitarian impact through the execution of preventive measures before weather phenomena make landfall.<\/p>\n\n
The success of this strategy lies in inter-institutional collaboration. The Dominican Institute of Meteorology (INDOMET) and the National Emergency Commission play fundamental roles in constant monitoring and the activation of protocols. Thanks to risk analysis and accurate forecasts, these entities will be able to coordinate efforts to protect the vulnerable population.<\/p>\n\n
This project, which has the technical support of the German Red Cross, has managed to consolidate the National Anticipatory Action Roundtable. This space brings together various actors from the scientific community, risk management specialists, and community leaders in order to unify criteria for future emergencies.<\/p>\n\n
The sustainability of Anticipatory Action does not depend exclusively on the existence of protocols, but on the institutions responsible for generating information, managing risks, and mobilizing resources acting in a coordinated manner and having a deep understanding of the existing mechanisms.<\/p>Emily Cabral, project facilitator<\/cite><\/blockquote>\n\n
Strengthening national coordination<\/h2>\n\n
During the work sessions, the experts have analyzed the current gaps and opportunities for improvement in institutional coordination. The main objective is to ensure that the National Anticipatory Action Roundtable functions as an articulating axis that:<\/p>\n\n\n

- Efficiently connect national emergency systems with humanitarian mechanisms.<\/li>\n
- Reduce the duplication of functions among participating agencies.<\/li>\n
- Foster the creation of robust technical agreements for a rapid and effective response.<\/li>\n<\/ul>\n\n\n
