The meeting, titled \u201cChallenges and obstacles in drug legislation in the Dominican Republic,\u201d had as its main objective to analyze the deficiencies of the current legal framework and to outline a roadmap to modernize Law 50-88 on Drugs and Controlled Substances.<\/p>\n\n<p>The session was attended by key figures in the prosecution of organized crime, including Deputy Attorney General Yeni Berenice Reynoso, the President of the National Drug Control Directorate (DNCD), Vice Admiral Jos\u00e9 Manuel Cabrera Ulloa, and representatives of the National Drug Council (CND), who agreed that current regulations have been surpassed by the new dynamics of drug trafficking.<\/p>\n\n<h3 class=\"wp-block-heading\">The need for a modern legal framework<\/h3>\n\n<p>Vice Admiral Cabrera Ulloa was emphatic in pointing out that Law 50-88 was drafted in an era when current threats, especially synthetic drugs, were non-existent. According to the head of the DNCD, the update is vital to ensure greater effectiveness in intelligence and prosecution operations.<\/p>\n\n\n<p class=\"is-layout-flow wp-block-quote-is-layout-flow\">Updating the legal framework is decisive and important for us to be more effective in the fight and prosecution.<\/p>\n<cite>Vice Admiral Jos\u00e9 Manuel Cabrera Ulloa, President of the DNCD<\/cite>\n\n\n<p>Among the proposals presented by the DNCD high command, the following stand out:<\/p>\n\n\n<ul class=\"wp-block-list\"><li>The formal inclusion of the conspiracy figure in the criminal framework.<\/li><li>Stricter regulations and severe penalties for the diversion of chemical precursors used for the manufacture of synthetic drugs.<\/li><li>Toughening of penalties for repeat offenders, after detecting cases of individuals who have been arrested up to eight times without facing significant consequences.<\/li><\/ul>\n\n\n<h3 class=\"wp-block-heading\">A constantly evolving regional phenomenon<\/h3>\n\n<p>Elisabeth Arribas, an OAS representative, highlighted that the proliferation of synthetic drugs is a shared concern throughout the region due to their low production cost and the ease with which they reach the youth population. Arribas stressed that, although there is legislation in the continent, it requires constant adaptation to a phenomenon that never stops transforming.<\/p>\n\n<p>For his part, Senator Rafael Bar\u00f3n Duluc, who chairs the Permanent Commission on Justice and Human Rights, described the current legislation as \u201cobsolete and outdated.\u201d Bar\u00f3n Duluc advocated for a comprehensive reform that transcends the punitive sphere.<\/p>\n\n\n<p class=\"is-layout-flow wp-block-quote-is-layout-flow\">The Drug Law in the Dominican Republic is an already obsolete and outdated law.
