During the Industrial Meeting organized by the Association of Industries of the Dominican Republic (AIRD), the magistrate emphasized that the regulations seek to strengthen legal certainty through a comprehensive update of criminal sanctions.<\/p>\n\n<p>One of the key points presented by Reynoso is the restructuring of sentences for violent crimes. Simple homicide, which previously contemplated a scale of 3 to 20 years, will now have a minimum penalty of 5 years, maintaining its cap at 20 years of imprisonment.<\/p>\n\n<h2 class=\"wp-block-heading\">Extension of aggravating circumstances<\/h2>\n\n<p>Current legislation has transformed the concept of aggravated homicide. Previously, this figure was mostly limited to premeditation or lying in wait; however, the new Code has significantly extended this catalog to protect vulnerable sectors of society.<\/p>\n\n\n<ul class=\"wp-block-list\"><li>Homicides committed against minors, pregnant women, ascendants, descendants, or close relatives.<\/li><li>Crimes against people in vulnerable situations due to illness, disability, or advanced age.<\/li><li>Cases where there is a valid restraining order against the aggressor.<\/li><li>Attacks directed against witnesses, lawyers, plaintiffs, or civil parties linked to judicial proceedings.<\/li><\/ul>\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>It is no longer just homicide that is aggravated by premeditation or lying in wait. The range of cases in which homicide is considered aggravated has been significantly expanded.<\/p><cite>Yeni Berenice Reynoso<\/cite><\/blockquote>\n\n<h2 class=\"wp-block-heading\">Focus on the fight against femicide<\/h2>\n\n<p>The magistrate placed special emphasis on the classification of femicide as a necessary response to the gender-based violence affecting the country. According to the figures presented, 62 femicides have been recorded so far in 2026.<\/p>\n\n<p>Reynoso warned that toughening penalties is not the only solution.
