The General Directorate of Customs (DGA) has implemented a series of strategic measures to strengthen the supervision of goods entering the country under the international transit regime destined for Haiti. This decision comes after concerns expressed by various business sectors regarding the final destination of these products, amid suspicions that part of the cargo could be remaining in Dominican territory.<\/p>\n\n\n\n
The director of the institution, Nelson Arroyo, clarified that the entity remains open to receiving and processing any complaint, but emphasized that investigations must follow a rigorous process. “The General Directorate of Customs is open to any type of complaint and, logically, takes its time to conduct the appropriate investigations, because we cannot act lightly,” he stated during a press conference.<\/p>\n\n\n\n
Arroyo explained that the increase in land transit is fundamentally due to the complex security situation facing Haiti. Political instability and the control of ports by armed groups have forced shipping companies to use the Dominican Republic as a logistics hub to supply the Haitian market, which depends on imports to cover between 80% and 90% of its consumption.<\/p>\n\n\n\n

According to official data, cargo movement has grown by 50% compared to the previous year, accounting for nearly 3,900 containers moved by about 100 operating companies so far this year.<\/p>\n\n\n\n
New control and traceability measures<\/h2>\n\n\n\n
To mitigate any risk of evasion or smuggling, the DGA has established stricter protocols for companies operating under this regime:<\/p>\n\n\n\n

- Prior notification:<\/strong> Transit requests must be made at least 24 hours in advance.<\/li>\n
- Restricted hours:<\/strong> Containers may only leave ports and logistics centers between 8:00 AM and 1:00 PM.<\/li>\n
- Operational limits:<\/strong> A maximum number of containers per company will be set to ensure that authorities have the logistical capacity to track each shipment.<\/li>\n<\/ul>\n\n\n\n
Arroyo acknowledged that the lack of physical infrastructure at the border, such as logistics centers or dry ports, has historically hindered control, sometimes forcing the use of private warehouses. However, he reiterated that the DGA cannot paralyze international transit, as this would contravene global agreements and expose the country to international sanctions.<\/p>\n\n\n\n
Commitment to legality<\/h2>\n\n\n\n
The official was emphatic in pointing out that, although evasion is an inherent reality of global trade, the institution will not be passive in the face of irregularities. As an example of its oversight work, he highlighted the recent seizure at the port of Caucedo of more than 900 televisions and millions of cigarettes, a case that has already been referred to the Public Prosecutor’s Office for the corresponding sanctions.<\/p>\n\n\n\n
