The National Council for Children and Adolescents (Conani) has confirmed that the facility located in Haina, where 14 minors were recently rescued, was operating irregularly and without the proper legal authorization. According to the authorities, this place had already been subject to a previous intervention about a year ago for the same reasons.<\/p>\n\n
Ligia P\u00e9rez Pe\u00f1a, executive president of Conani, detailed that in September 2025, the institution’s local office identified the presence of children at the center. At that time, a joint operation was carried out with the Public Prosecutor’s Office, resulting in the handover of the minors to their relatives and a formal warning to the person in charge of the facility regarding the prohibition of housing children without having the required state permits.<\/p>\n\n
Despite previous warnings, the center continued to operate until last Sunday, when a 12-year-old teenager managed to escape and request help at a police unit. This action allowed the authorities to launch an immediate investigation that culminated in the rescue of the 14 minors who were in the facilities.<\/p>\n\n
The establishment never obtained the necessary authorization to operate as an institution dedicated to the care of children and adolescents. P\u00e9rez Pe\u00f1a pointed out that, although the investigation is in a preliminary stage, the injuries presented by the minor who escaped from the scene are being analyzed, including burns on his hands. The goal of the specialists is to determine the origin of these wounds and evaluate the emotional state of all those affected.<\/p>\n\n

The Public Ministry is the entity in charge of deepening the investigations to clarify why the minors were living with adults in those conditions and to determine the legal responsibilities of those in charge of the center.
