The delivery was made by the Minister of the Presidency, Jos\u00e9 Ignacio Paliza, accompanied by the Executive Director of the General Directorate of Public-Private Partnerships (DGAPP), Andr\u00e9s Lugo.<\/p>\n\n\n\n<p>This new regulatory framework seeks to comprehensively regulate the entire life cycle of projects carried out under this modality, covering everything from their conception, selection, and award, to their execution, monitoring, and eventual termination.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Objectives and benefits of the reform<\/h3>\n\n\n\n<p>As explained by Minister Jos\u00e9 Ignacio Paliza, the proposal arises from the experience gained during the six years the previous law was in effect, with the purpose of aligning the regulations with the goal of doubling the size of the national economy by the year 2036. The key points of the reform include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Significant reduction of bureaucracy in administrative processes.<\/li>\n<li>Optimization of execution times for strategic projects.<\/li>\n<li>Substantial improvement in private sector participation mechanisms.<\/li>\n<li>Optimization of public assets to generate greater social and economic value.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>We welcome this amendment project to Law 47-20 and we are going to give it the normal course, just as we do with all legislative pieces. In the next work session, the document will be sent to committee for its due study and consideration.<\/p>\n<cite>Ricardo de los Santos, President of the Senate<\/cite><\/blockquote>\n\n\n\n<p>For his part, Andr\u00e9s Lugo, director of the DGAPP, emphasized that the reform will allow for the modernization of procedures without sacrificing the pillars of transparency and competitiveness that characterize the institution. Furthermore, the project grants the DGAPP a greater capacity to structure projects from their initial stages, raising the technical maturity of the initiatives before their bidding.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Commitment to national development<\/h3>\n\n\n\n<p>The legislative piece underscores the need to overcome the rigidities that have hindered the effective execution of projects under the current model. The Senate of the Republic has expressed its willingness to expedite the legislative process to provide the country with a more modern law that is consistent with the current legal framework, thereby strengthening legal certainty and the attraction of investments aimed at social welfare.<\/p>\n\n\n\n<p>The handover ceremony was attended by prominent figures from the technical and governmental spheres, including Peter A.
