According to a recent report issued by the United Nations Integrated Office in Haiti (BINUH), the country recorded a tragic toll of 1,408 people killed and 656 injured between the months of April and June, evidencing the profound impact of armed gang activity and security operations in the nation.

Critical zones and forced displacement

The report highlights that violence has been concentrated mainly in the Cul-de-Sac plain and various sectors of Cité Soleil, in Port-au-Prince. In these areas, territorial disputes over the control of illicit income sources have left 463 dead and 256 injured. The instability has forced more than 18,000 people to flee their homes, while access to basic services such as health and education remains suspended.

The influence of these criminal groups has transcended the capital, extending into the Artibonite department, where constant attacks against farmers and residents are reported. Even previously stable areas, such as Séguin in the Southeast department, have begun to suffer unprecedented armed incursions.

Sexual violence and kidnappings

The report details a worrying increase in serious crimes:

Kidnappings: 81 cases were recorded, exceeding the 57 registered in the previous quarter.

Sexual violence: 796 victims were documented, of whom 772 were women and 23 were girls. An alarming fact is that 87% of these episodes correspond to gang rapes perpetrated by gang members.

The current figures reflect the devastating impact that violence continues to have on the civilian population. It is imperative to place the protection of citizens at the center of all actions to restore national security.
Carlos Ruiz Massieu, UN Special Representative in Haiti

Impact of security operations

The UN document points out that more than 40% of the deaths and injuries during this period were the result of security operations against gangs. In some cases, the use of foreign private military companies and explosive drones was reported, affecting 95 people who had no ties to criminal groups, including six children.

While there was a decrease in summary executions attributed to the Haitian National Police compared to 2025, the organization emphasized that the use of lethal force must strictly adhere to international human rights law.

Call to international action

Given this scenario, the UN has urged the international community to keep Haiti as a priority on the global agenda and to accelerate the deployment of the Gang Suppression Force (GSF). Likewise, local authorities were exhorted to strengthen specialized courts to prosecute mass crimes and financial offenses, in addition to implementing preventive programs to prevent minors from being recruited by armed gangs.

Security crisis in Haiti: UN report reveals alarming figures of violence The insecurity situation in Haiti reached critical levels during the second quarter of 2026.
