M\u00e9ndez arrives at the institution to replace Milton Morrison, who had held the position since August 2024.<\/p>\n\n<h3 class=\"wp-block-heading\">A profile with extensive operational experience<\/h3>\n\n<p>Juan Manuel M\u00e9ndez is widely recognized in Dominican society for his work at the head of the Emergency Operations Center (COE), an organization he has led since 2005. Throughout two decades, he has been the key figure in coordinating state responses to natural disasters and situations of national vulnerability.<\/p>\n\n<p>In addition to his military and risk management background, M\u00e9ndez has a background as a lawyer and has experience in the health sector, having been appointed in 2022 as director of Medical Emergencies of the National Health Service (SNS), where he oversaw the operation of ambulances and the pre-hospital coordination of the 9-1-1 System.<\/p>\n\n\n<p class=\"is-layout-flow wp-block-quote-is-layout-flow\">M\u00e9ndez&#8217;s appointment to INTRANT seeks to instill an approach of operational coordination and efficient crisis management in the Dominican Republic&#8217;s complex mobility and road safety system.<\/p>\n\n\n<h3 class=\"wp-block-heading\">Changes in traffic management<\/h3>\n\n<p>Milton Morrison&#8217;s departure marks the end of a phase that began at the start of President Abinader&#8217;s second term. During his tenure, Morrison focused on addressing the historical challenges of traffic congestion and the regulation of public transport in the country.<\/p>\n\n<p>The new incumbent, Juan Manuel M\u00e9ndez, takes on the challenge of leading one of the most critical institutions for urban development, transferring his proven logistical management capacity from the COE to the regulation of land transit.
