Investigation Clears Bay FC Coach Albertin Montoya of Policy Violations
An independent investigation has revealed that Albertin Montoya, coach of Bay FC, did not violate the National Women’s Soccer League (NWSL) policy against harassment, discrimination, and workplace bullying.
However, the report did identify areas for improvement in its communication style.
The investigation originated following a report published in March that described a “toxic” work environment. According to the report, at least two formal complaints were filed about the team.
Montoya was investigated for alleged violations of the Policy to Prevent and Eliminate Discrimination, Harassment, and Workplace Bullying. The results of the investigation were announced on Tuesday.

We appreciate that the league has identified opportunities to improve communication, which we are implementing and have been implementing.
We strive to be a player-focused club and will continue to work hard to ensure a supportive environment for our players. We believe in the culture we are building at Bay FC and will continue to support the growth of our players on and off the field.”
Among the findings, measures were recommended to “facilitate more effective communication and improve support structures, which the NWSL, Bay FC, and Coach Montoya have taken and continue to take to address such concerns,” according to the league.
The NWSL was rocked by an abuse and misconduct scandal in 2021. Five coaches resigned or were fired as a result. In response, the NWSL implemented changes to protect players, including improved screening of club employees and an anonymous hotline for players.
The NWSL Players Association also negotiated safeguards in its collective bargaining agreement with the league.
